Count Guy of Ponthieu riding a horse is giving instruction to arrest Harold. Guy was exercising the laws of wreck, Ligan Flotsam and Jetsam. Flotsam is goods found floating after a wreck, Jetsam are goods thrown overboard in a storm to lighten the vessel and Ligan is goods that are tied to a buoy for later recovery. This scene is taking place at the mouth of the river Somme. Harold is now kept in prison, perhaps in fetters, not, as has been sometimes thought, on the seashore at Saint Valery, but in the inland fortress of Beaurain near Hesdin. In return for twenty pounds, a local fisherman revealed the location of Harolds party to Count Guy.
